ConsensusNetworkEvents is a Stream of PeerManagerNotification where the raw Bytes direct-send and rpc messages are deserialized into ConsensusMessage types. ConsensusNetworkEvents is a thin wrapper around an channel::Receiver<PeerManagerNotification>.
